Neighborhood Council Meeting –
South East District Council (SEDC)
March 24, 2010
Attended by BM Aileen Trilles
The President and select staff of the South East District
Council (SEDC)
requested that Aileen Trilles be officially
voted onto their membership. Aileen
Trilles recommended to the SEDC that
the FCS members (Mar Murillo, Efren
Pascua and Vilma Mendoza) who have volunteered to be on this Council
also be considered with the understanding that only 1
FCS representative can vote at a time on a Neighborhood Council issue.
If Madame President Alma Kern is amenable to
this, the attached form must be submitted by the President to the
Neighborhood
Council/SEDC for each FCS nominee.
Department of Planning and
Development – Mike Podowski spoke on the proposed legislation to
allow
long-term parking as a temporary legal use within the link light rail
station
area. The pros: reduce traffic downtown, generate business, and leverage
surface lots only. The cons: There is no
long-term plan; this proposal is for three years only. This
will be voted on during Summer 2010.
Discussion with Council Member
Sally Bagshaw – CM Sally Bagshaw is the Chair of the Parks and
Seattle
Center Committee, Chair of the Waterfront Planning Committee, Vice Chair
of the
Public Safety and Planning Committee and a member of the Built
Environment
Committee. She gave the following report
on the work she is doing:
(1) Seattle
Parks is working on the “Lake to Bay” Loop: this pedestrian route
between Lake Union and Elliott Bay creates a
vital and safe connection to some of Seattle’s civic treasures – Lake
Union
Park, Seattle Center, the Olympic Sculpture Park and Myrtle Edwards
Park. While
only separated by a mile, these attractions for residents and tourists
have
remained divided by Highway 99 and the “Mercer Mess.” The Lake to Bay
Loop
reconnects these major destinations and nearby neighborhoods with a safe
route
for pedestrians and cyclists.
(2) The “Crisis Diversion
Clinic” of Seattle
has been created to provide a humane place where people can go for
rehabilitation instead of directly to jail.
It will be staffed with medical personnel who will provide
assistance to
civilians in need to assess risk of harm, mental illness and ensure
clinical
intervention if necessary.
(3) A handout on “Seattle City
Council 2010
Priorities” was distributed. A copy of
the handout is available from Aileen Trilles.
White Center Delegation - Mark Ufkes
reported on survey results to
the question: “Do the People of White Center Prefer Seattle or Burien?”.
Findings from a 2006 Survey indicate that
White Center residents are evenly divided on the issue of whether to
stay
unincorporated, with support for Seattle (50%) and Burien (50%) evenly
split. At this time, they request that
more people from Seattle visit the White Center area to see what they
have to
offer in culture and business.
Neighborhood Projects Fund
Committee (NPFC) & Neighborhood Matching Fund (NMF) -
Christie C. of the NPFC is requesting letters
of intent (LOI) for community building projects. Who
should apply? All applicant groups must be open and
inclusive, actively engage diverse community members, and be
significantly
composed of people who live and/or work in Seattle. Groups can have only
one
NMF project open at a time across all Funds except the Tree Fund. More

Community Putting Prevention to
Wrok (CPPW) - Diana Vinh announced
that CPPW received a $12 million grant (part of stimulus package from
CDC). Public Health will issue request for proposals
(RFP) for community
agencies, schools and local governments to apply for grant-funded
projects for
policy and system changes. There will also be funding opportunities for
small
businesses offering healthy food
options. Potential applicants
are strongly encouraged to submit a letter of intent prior to applying
for
funds. Letters will be due April 14th (!). More

Discussions on
SEDC 2010 Workplan from February meeting - Vu
Le assigned Neighborhood Council members to one of four committees.
Aileen Trilles will be assisting with
their
website management.
The next Neighborhood Council
Meeting is scheduled for Wednesday, April 28, 2010 from 6:30-8:30pm.
